This may be done through Gray's West and Company Pioneer Chapel PUBLIC NOTICE The Farmers Home Ad- ministration (FmHA) has received a preapplication for financial assistance from the City of Halfway. The specific elements of this proposed ac- tion are: Construction of a 350,000 gallon water storage stand pipe and pump station, drilling of a new water supply well, in- stallation of 2,000 feet of new 10-inch transmission pipeline and other water system im- provements. The stand pipe, pump station and well are pro- posed to be located just north of the Pine Eagle High School. All improvements will be located within the city limits. FmHA has assessed the potential environmental im- pacts of this proposed action and has determined that it will not significantly affect the quality of the human environ- ment. Therefore, FmHA will not prepare an environmental impact statement for this pro- posed action. Any written comments regarding this determination should be provided within fif- teen (15) days of this publica- tion to: Stephen P.
