Page 8 Hells Canyon Jourpal, April 5, 1989 Idaho Power Rate Increases Shelved With the time expired for contesting an Idaho PUC rate settlement order, Idaho Power has filed a motion with the Idaho Supreme Court to dismiss its appeal of a 1986 PUC rate order. Dismissal of the appeal would end Idaho Power's longest-running rate case which began in 1985 when the utility filed for its first genera] rate increase since 1982. Idaho Power appealed the PUC's 1986 rate order to the state Supreme Court, which issued its initial decision last December granting the util- ity additional revenues. The court then granted interven- ors a rehearing. But before the rehearing was held, the PUC staff and all but one intervenor reached a settle- ment on the utility's revenue requirement and and agreed to a three year moratorium on additional general rate increases. Subsequently, the PUC issued an order approv- ing the settlement. Since no party to the settlement asked the PUC to reconsider its approval, the order became nonappealable and Idaho Power was able to file its motion with the Supreme Court to dismiss the 1986 avveal. Dismissal of the appeal would negate the court's initial December rul- ing which some feared would harm the PUC's ability to regulate utilities. The volunteer time, ener- gy, and materials have been appreciated by the boy scouts and the leaders. According to Jon Vander- heyder, Pine District Ran- ger, two different formula- tions of BT, (Bacillus Thur- inglenis), a live bacteria will be sprayed on fifteen of twenty 500-acre test plots if growing populations of Western Spruce budworms are found in sufficient popu- lation. Five unsprayed plots will be used as a control for the sprayed areas. It is anticipated that the project will be headquarter- ed in the Halfway VFW Post #7847 hall for a period, of six weeks or longer. The hall will be leased beginning Apr 15. Time and place to make employment application will be an nounced later.
